About us
The Higher Culture Foundation is a non-profit organization for the promotion and maintenance of cultural values and intangible cultural heritages. This foundation was established in 2017 by a group of cultural elites with toghethering several cultural associations including Afghan Writers Union, Afghan Artists Association, Afghan cenimatogeohers Union, Afghan tourism and cultural heritages association and etc. The purpose of this foundation is to connect Afghan artists and cultural figures to the global culture and art movements as well as searching for the cultural past of the country and preserving cultural heritages. In addition, the foundation seeks to grow local and indigenous tourism. To this end, it has signed contracts with several houses in Afghanistan’s historic cities to host tourists and wants to do the same with groups of nomads to attend their cooperation to host tourists. The foundation currently has training courses for professional and novice artists and wants to build a special culture school in the future.

13. History
Afghan culture foundation was established in 2017, since then the organization has been expanding continuously in terms of social development service. It has worked for the promotion of sustainable, equitable and participatory development, social culture, literature, art and social justice through: Program for social work, running art exhibitions, festivals, symposiums, seminars, Human Resources Management. and other human service through social research and dissemination of socially relevant knowledge, social intervention through training and field action, contribution to social and welfare , National and International levels, over the years, the organization has among others (NGOs , societies) thrusts made a significant contribution to planning, action strategies and Human Resource Development in several areas, ranging from sustainable rural and urban development to education, tourism ,literature, art, and Human Rights, in all case ,the focus has been on the disadvantaged and marginalized section of societies, such as women, children and tribal.
The Afghan culture foundation has earned recognition as an institution (Organization) of repute from Government of Afghanistan, International agencies or organization. In the year 2027-2018 the organization established its link directly to the culture ministry and its systems office throughout the country and the organization declare its work as “Nongovernmental Organization/ Non-Profit Organization “and the organization registered under section 12/A, of Income Tax Act, 2004 , Government of Afghanistan in the year 2018 and the organization also registered under the treasury ministry Societies Registration .

• women
Afghan culture foundation also work for and with women for their self-awareness and economic independence. for example, rural handmade arts of Afghan women are out of markets. They use under age kids for hard handy works, also they are being misused under the force and harassments. but continue to be the most marginalized and poor. Organization reaches out to rural areas families. We also try to influence government policies which will help the social development of these groups.
• Disadvantaged children
We support the child enrolment in School. And run astronomy shows, poetry and story reading and writing workshops and festivals in schools. Our last event was a concert for orphanage kids with celebrities’ singers.
• Gallery
Our gallery is the largest gallery of modern art in Afghanistan, which works with most professional painters collaborate. Our idea is based on modern art and teaching new artistic methods to painters and visual artists. We also have woodcarving and art with Nuristan wood carving. also we have art criticism workshops and courses for philosophy of art and various forms of painting schools. We used to work with education ministry on school books, before. Now also we are working on a project with the Ministry of Education for teaching painting and astronomy in state and private schools.
Tribal People
There are over 30 tribes in Afghanistan, some of which are facing extinction, like Kuchis and nomads. The proportion of tribes living below the cultural poverty is much higher than the national average. We help the displaced tribal people by building their knowledge, skills and confidence to enable them to assert their right. The focus is on creating community assets, which benefit both the community and the country.
Gender
Human development in Afghanistan is marked by sharp gender disparities. We work by advocating through the media and public meetings and dialogue with policy makers, towards progressive changes in the laws, policies, institutions and social processes which impact on the lives and rights of women. They also campaign to tackle adverse sex ratio and for the promotion of women’s property rights.
20. Management of Afghan culture foundation process at internal planning reform to strengthen its planning, monitoring and evaluation function and its human resources, finance and administrative management has begun to yield results. Progress was made in standardizing a predictable year planning process, as well as in starting to build the capacity of members and providing guidance on results, based planning and monitoring, as well as the generation of lessons learned and best practices, will require further improvement.
Decision making
Afghan culture foundation believes that the decision making is a key part of an (administration) Administrative bodies activities, it permeates though all managerial function such as planning, organization, direction and control. Decision making involves thinking and deciding before doing and its part of our function. In keep the view of our organization’s objectives, policies, program and strategies are our organization decision making process.

Trustee board is responsible for the conduct of the organization’s General and operations, performing duties is under power delegated by the council. As provided in the Article of constitution. The Governing trustee board meets regularly at headquarters in Kabul, (during Covid19 period mostly online). Board serve Audit and budget for programmed, development effectiveness, Governance and Administrative matters. The administration and financial control of ACF is vested in the Governing Council which comprise of the Chairman Director General, Director, Project Director, Program Officer, finance Secretary General, administration Secretary General. The Secretary General is the chief executive of the organization.
